Liverpool strategy prioritises retail development


Prioritising retail development and improving the public realm are among the recommendations in a new development strategy for Liverpool city centre.

The strategy for the city's Main Retail Area, which covers the next 10 to 15 years, encompasses the Liverpool ONE retail development and the City Central Business Improvement District (BID), which incorporates Whitechapel, Metquarter, Cavern Quarter, Williamson Square, St John’s Centre, Clayton Square and Bold Street areas.

The report makes several recommendations, including:

  • Prioritising retail development in northern and eastern areas
  • Improving public realm and pedestrian access routes
  • Stronger delivery of city centre management, maintenance, branding and promotion.

A partnership between Liverpool City Council, economic development body Liverpool Vision, City Central BID, developers Grosvenor and Land Securities and public transport body Merseytravel will have responsibility for delivering the outcomes of the strategy.

Consultancy Drivers Jonas Deloitte carried out the study. Assistant director Joanne Dennis-Jones said: "Liverpool city centre has been transformed over the past decade and this has acted as a major catalyst for its economic growth.

"The city council and its partners are acutely aware of the need to maintain this momentum and the new strategy provides a framework to support this in a clear and targeted way."
