Gives advice on planning policy including retailing, design, conservation and the appropriateness of proposed developments. It is responsible for producing Liverpool's Unitary Development Plan and deals with planning applications, appeals and enforcement as well as holding information on development sites in the city.

Building Control
Is responsible for issues concerning the Built Environment and the health, safety and welfare of people in Liverpool using buildings. Its major role is overseeing the Building Regulations legislation, and the service works with businesses, developers, architects and engineers, providing advice and guidance on achieving satisfactory standards for new buildings, and alterations to existing buildings.

• Dangerous Buildings - a 24-7 service, working with the police and emergency services to remove danger
• Special Projects advice, guidance and licensing for major Cultural Events
• Football Safety role, ensuring that best practice is followed at Liverpool's football grounds

• Building Control also acts as a consultee for public safety in Licensed Premises

Trading Standards
Enforces many consumer laws to encourage fair, safe and honest trading. Areas of trade dealt with include: weights and measures; product safety; age restricted products; food labelling, quality and composition; trade descriptions, copyright protection; fair trading and consumer credit.
The service also checks trade premises for legal compliance, and monitors the marketplace for dangerous products and unfair trading practices. Free advice is offered to Liverpool traders and consumers, supported by easy to use advice packs.

Environmental Health

• Provision of professional surveying services to the Council including acquistions by negotiation or compulsory purchase, rating, asset and fire insurance valuations and building surveying advice
• Management and updating of the Council's property ownership records and provision of a land surveying service
