In April 2001 the government announced its intention of introducing legislation to enable the creation of Business Improvement Districts (BIDs).
Business Improvement Districts (BIDs) are a local solution to improvement and management that have an equitable and sustainable funding stream derived from all key interests within an area. The concept originated in the United States in the late 1970s to combat declining retailing and commercial activities in older, inner city neighbourhoods.
The British Government was impressed by the success of the scheme and decided to bring forward legislation to introduce a similar arrangement, which enables local authorities to collect a levy from businesses within a defined area, following a ballot of those concerned.
Liverpool City Central BID
The Liverpool BID pilot area encompasses the retail core of the City Centre, including the Cavern Quarter, main bus interchange and the restaurant and hotel leisure quarter.
The BID is a private sector led initiative, financed partly through pump priming funding received from Northwest Development Agency and through voluntary contributions and support from private sector businesses operating inside the BID area.
The Liverpool BID Company
To take the BID forward, the Liverpool Bid Company was launched in November 2003. Five Liverpool City Council staff from the City Centre Management Team are seconded to the Liverpool BID Company and the Board comprises of ten individuals from both the public and private sectors.
Businesses located within the BID have identified additional services that will add value to their trading environment. The Liverpool BID Company is responsible for providing increased street maintenance, security and marketing activities in addition to those already provided by Liverpool City Council and its partners.
The community, businesses and landowners within the BID will reap many benefits including a more attractive, cleaner and safer environment, which will in turn increase the number of visitors and inward investment to the BID. To boost the latter, the BID Company is delivering a high quality marketing campaign including TV, Radio and Press adverts to drive customer footflow to Liverpool. Excellent events and a clean, safe environment will then encourage longer visits, increasing both customer spend and satisfaction levels, leading to continued repeat visits.
